The International Organisation of Supreme Audit Institutions (INTOSAI) issues the INTOSAI Framework of Professional Pronouncements (IFPP), in order to foster credibility and relevance of public audit. Setting internationally recognised professional principles and standards promotes excellence in the application of methodology and supports the effective functioning of SAIs in the public interest.
 
All the pronouncements are organised and numbered in a framework that contains three categories of professional pronouncements:
  • The INTOSAI Principles (INTOSAI-P), clarifying the role and functions of SAIs and defining high level prerequisites for its proper functioning and professional conduct;
  • The International Standards of Supreme Audit Institutions (ISSAIs), as the authoritative international standards on public sector auditing, with the purpose of ensuring the quality of the audits conducted, the credibility of the audit reports and the transparency of the audit process; and
  • The INTOSAI Guidance (GUID), developed in order to support the SAI and individual auditors in applying the ISSAIs in practice or in understanding and applying the ISSAIs to a specific subject matter.

ISSAIs include ISSAI 130, the INTOSAI Code of Ethics.

According to the preamble of ISSAI 130, the Code intends to provide SAIs and the staff working for them with a set of values and principles on which to base behaviour. Furthermore, recognising the specific environment of public sector auditing, it gives additional guidance on how to embed those values in daily work and in the particular situations of a SAI.
 
Each SAI is encouraged to develop or adopt a code of ethics and an appropriate ethics control system to implement it. ISSAI 130 constitutes the foundation for each SAI’s code, which should be at least as stringent as the INTOSAI Code.
 
Given the relevance of the Code of Ethics to the subject matter of the TFAE’s work (promoting ethics and integrity in SAI’s operation and audit work), this TF was actively involved in the review of this Code. The revised ISSAI 30 (renamed as ISSAI 130) was approved in INCOSAI 2016 at Abu Dhabi.
